Pepco Issues?

Last night we had ongoing issues with power fluctuations.  Lights mysteriously dimmed and brightened, fans speed would dip and race, television would power on/off, and internet would go in/out.  Pepco's outage website showed a couple of issues on Duncan Street but listed the impact as localized to 5 homes, were we the only lucky ones or did anyone else have these gremlins visit?
